This won't happen because too many people will plaster cars with Porno, tobacco and alcohol brands or unlicensed Porsche logos and stuff like that and you'd have neurotic parents trying to sue Sony because the marlboro ferarri or the Winfield skyline their son saw on the game might cause him to become addicted to smoking etc
The livery editor in Forza is heavily moderated by the company and there's a clear set of guidelines for use. People are genuinely banned for abuse of the ToS. The logos that you mention are acceptable under the Berne Convention in terms of a Fair Usage policy - and you'll find that the PSN ToS are very similar to the XBL ToS in requiring parents to supervise any online activity. Parents can choose to block 'User Content' if they wish.
I'd like to see a Forza-style livery editor in GT5 - it gives an ability to take complete ownership of a car in my opinion. It takes a lot of skill to create the best designs (search the webses for "Little Vixen" + Forza) which stops idiots from just slapping Photoshop jobs onto cars,
