We, the die hard fans will wait. Other people who don't know what this website is and don't follow general gaming websites will not. They will just start to assume the game is finished and once they're done with it, move on. Even if they do keep up on the gaming websites do you think people are going to re-install the game because they added three new offline races, 5 cars? We'll just have to wait and see.
The whole definition of a live service game is to feed content over a period of time to keep people playing and biting on your revenue stream. In this case since the updates for GT are free the only revenue stream is MTs. People can't buy MTs if they're not playing the game.
If you tell people in-game what is coming and when they're far more likely to stick around, or at least keep the game installed. "Oh, they're adding X in July. I'll definitely come back then, sounds great" vs "Well, no sign of any updates in future, I'll uninstall and play other games".
I've never played it but I believe FFXIV is a good example of a Japanese developer doing it well.At the moment I'd say it's not a live service game at all. Sony and Polyphony can call it whatever they like, but that doesn't change what it is. It's a game with very restrictive always online DRM that has had some post-launch bug fixes and one very minor content drop in two months.
It'll be a live service game when they figure out that while being always online might fulfill the "live" part of that label, there really needs to be some "service" in there as well. People bang on about Polyphony being a Japanese developer, but Japan is also famous for it's service culture. You can bet they know what good service looks like, and this ain't it.

Plus of course the game itself has plenty of community events running, most inside the game, some outside of it. Always something new to keep people interested and doing something new.
Oh and you know, just a 5 HOUR video from the producer explaining the near future of the game.
..and it doesn't seem to be a one off
To say PD have got a lot of catching up to do would be an understatement
