Secondly, if someone is sitting at YOUR COMPUTER posting, if you don't trust them to not be an idiot, don't let them sit at your computer posting.

If there was, we'd be both banned at a pizza place.A one-off IP address is rarely enough to ban; especially if they have a good posting history to back it up.
Admins have full powers over the site. They can create entire subforums, and pretty much do practically anything.
Mods oversee the discussions and make sure everyone is observing the AUP.
