If we held the olympics in Chicago's south side (or any rough part of a developed country), would we see the same things happening as we are in Rio or would the athletes actually have protection?

I see there being an investigation over Conlan's 'loss' as well as Levit's 'loss' last night, both to boxers who were clearly outclassed, and both being Russian. What a disgrace.
