Wrong. If they didn't do ANY qualifying they just won't be racing. As Kuni said, if someone ran Pole Qualifying but couldn't do Bump Qualifying, their PQ time would be carried over and become their BQ time. Then they would be positioned like everyone else based on their times. The only way this would be could be negated is if someone needing to do Bump Qualifying got on and simply did not do a BQ run. Any idiot that does that obviously would not be racing either.

I'd put all of my current part time drivers there. I might actually start that up after Indy, although I might not use Italian.

Now I get to have about 12. I know that it probably should be illegal...but I'm definitely going to do it. The only rule I'm going to keep myself to is that we won't merge with existing teams. I want new drivers on board. I'll look through Indy Lights and IndyCar and recruit from there.

I can't see how it would be illegal, the only things you would probably need are a separate team director (like how RB/TR have Horner and Tost) and you wouldn't be able to share setups between the two entities (like how Toro Rosso were banned from running old RB chassis years ago).

Other than that though it's a good way to build your empire. You can have more drivers operating under the Black Rose umbrella, so to speak.
