From what I understand, it's not a stop/go, but rather just a 10 second penalty. It looks like the 10 seconds will be added to his next pit stop.

Edit: Vettel first on slicks, gets a 10-second stop/go for tires not being fitted on time. Wasn't that the whole point of having Vettel start from the pits?
