Some people don't want this, but some people like it, and I'm one of them. I like content updates for multiple reasons (keep interest in game over the years, I put more focus/attention on the additional content, etc...). But the fact that I have little time to play probably helps me to avoid the "lack of content at start" frustration (I didn't even finished cafe menus yet !).
More than likely the issue. They said you had to be collector level 23 to see the new missions, they didn't say anything about the new race events but it's probable they also have a collector level limit and they forgot to mention it.

That was listed by PD as something they’re working on for a future update, not the update in early April.
Because it was NEVER promised for this update, nor is it included in the patch notes.
I finished the menu weeks ago and am level 33 collector, that may be the reason you don't have access yet they did not give info about access to new events outside of the endurance races in missions.
This may sound a bit silly, but have you definitely updated the game??

Very interestingly, I am currently grinding some xp for the lvl50 in GT Sport by customizing 10 hour tokyo loop which gives 4000000cr and 20000xp. Yesterday (6/4/2022) they strangely did a maintainence and after that the 10 hour grind only gives 750km of distance now.
If you check the new Missions ' The Human Comedy' it says for all Bronze a car and another one for all Gold.
