I knew what you were getting at mate, and that is legitimately a good idea. For example Mt Panorama got resurfaced this year so has much more grip.I know you guys are joking but I'm not referring to the graffiti at the ring. More along the lines of;
Some thing like the new kerbing at the ford chicane at LeMans, or the new barriers at tete rouge.
You know, just basic things like that, but still major enough to affect your laptimes.

I wonder if they'll ever have Track updating.
Example, say Laguna seca in real life gets new curbing and gets new asphalt on the track surface in real life, then SMS releases a little update to add that to the game. Thats just me though, what do you guys think?

It depends how beneficial it is. People aren't going to want to keep downloading 150Mb or so of track data just for one minor change to a track. You can't just send out one little section of track in an update, you have to get the whole new layout again. A substantial change however and it might be worth it.

Like how that movie named "Cars" has the name already, it's better to keep this one as "Project CARS" indeed.To be honest when I first herd the name "Project CARS" I couldn't take it seriously.. (Until I saw gameplay of course). So in a way, I'm kind of hoping for a title change, but then at the same time I'm hoping not because that'll just cause mass confusion.
