Yes.
I want to at least put number plates on my cars. EVERY car competing in sanctioned racing at any level has, at the very least, a number.
If I can make my Taurus SHO look like Mark Martin's #6 NASCAR (second best NASCAR livery ever IMO), that's even better.
It would make online leagues look a lot more realistic as well.

Seconded that but i would never think PD would implement this in GT5.
I would be surprise if they decide to do it.

So... after a few wangs around in the FGT series, I was easily able to spin one out... 
had to try it.
I also notice that the bumper cam and the interior cam seem bumpier? More juddery when going over the edging too.

On the livery editor:
I wouldn't mind if it had it, I'd use it to the best of my ability. However, I'm quite content with being able to repaint all of my cars in an astounding number of colours. It's a huge leap forward for the GT series, from not being able to repaint cars, to being able to paint them any colour, including chrome, as well as painting wheels and body kits.
Maybe GT6 will take a little bit of influence from the old tuner scene and let us add in some personal touches. Who cares what somebody else does to their car, that's their decision and you have absolutely NO say in what they can and cannot do.
